Cohen's Junior Fugly Packer #2 from Harelin is a handy tying tool that is used to make fly bodies from deer hair or bucktail.

Besides the even distribution of the hair around the hook shank, a certain pressure must be applied to ensure the necessary density of the hair. Cohen's Junior Fugly Packer #2 is an immensely useful tool for tightly packing the tying material to obtain a perfectly shaped fly.
